Composition of the Board is determined by legislation including members who are appointed by the Governor under RCW 28B. 038.020. Sirti Board members may make recommendations for such appointments to the Governor. Voting members include:

Nine members of the general public, six of whom are associated with or employed by technology-based or manufacturing-based industries and who have broad business experience and an understanding of high technology.
